CEFR stands for Common European Framework of Reference for Languages. If you have used a language app in the last decade, you have probably encountered the scale: A1, A2, B1, B2, C1, C2. Most apps use these labels to organize their content. A1 lessons are for beginners. C1 is advanced.

This use of the framework misses most of what CEFR actually is.

CEFR describes what you can DO

CEFR is not a vocabulary list or a grammar scope. It is a set of communicative can-do descriptors — descriptions of what a language user is capable of at each level. A B1 speaker "can understand the main points of clear standard input on familiar matters regularly encountered in work, school, leisure." A B2 speaker "can understand the main ideas of complex text on both concrete and abstract topics, including technical discussions in their field."

These are performance descriptions, not content descriptions. B1 is not a course level. It is a statement about what a person can actually do with the language under real conditions.

The test problem

CEFR is often operationalized as a placement test: you sit an exam, you get a score, you are assigned a level. DELF, IELTS, CELPIP, and other certifications use CEFR levels as their output metric. This is legitimate for what it measures.

The problem is that test scores and real communicative competence are not the same thing. It is possible to score B1 on a grammar-and-reading test while being unable to follow a conversation at natural speed. The CEFR level assigned by a test reflects performance on that test, not performance in real communicative contexts.

The 2020 Companion Volume

Council of Europe (2020): the CEFR Companion Volume extended the framework significantly. It added descriptors for mediation (translating, summarizing, facilitating interaction), online interaction, and plurilingual/pluricultural competence. These additions reflect how language actually functions in contemporary life — across digital contexts, across multiple registers, in translation and facilitation roles.

Most apps that claim CEFR alignment are aligned to the 2001 version, which is a narrower framework. The Companion Volume makes the performance basis of CEFR clearer and more comprehensive.

FP Rings as CEFR operationalization

Voicely's four rings — pronunciation, comprehension, production, and retention — are designed as CEFR operationalizations, not just labels. Each ring tracks a dimension of real communicative competence that corresponds to CEFR can-do descriptors. A B1 production ring score means the system has observed B1-level spoken output under real conditions.

Qualifier™ mode is CEFR-gated: you cannot advance a ring level without demonstrating the corresponding can-do performance. This is the opposite of label-based "CEFR alignment." It is the framework used as it was designed — as a description of what you can actually do.
